Chicago orders some teachers to resume in-person classes next week, setting up showdown with union

Chicago may be closer to a teacher strike after Chicago Public Schools ordered some teachers back to work in person Monday.

Mayor Lori Lightfoot and Chicago Public Schools said they had made their “last, best, and final offer” after a slew of meetings with union representatives. The Chicago Teachers Union responded that the leaders had “walked away from the bargain table again.”
CPS and the City of Chicago have been negotiating with the teachers union for weeks about returning to in-person learning during the pandemic. The union has maintained it is not yet safe.

The revised plan CPS sent to teachers Friday night included a new proposed return schedule, with pre-K and special needs teachers and staff expected to return Monday and students returning Tuesday.
Lightfoot and CPS Chief Executive Janice Jackson told teachers in a letter Friday night that any teacher who didn’t show up for work Monday would be shut out of the schools’ online systems.
Lightfoot and CPS said they have met with the union more than 80 times, with daily meetings for the past month.
“We have put everything on the table to reach a deal that protects our students and staff and supports the families who need an alternative to remote learning,” the letter said.
In the revised plan, K-fifth grade will return to in-person learning February 22, and sixth through eighth grades will return March 1.
According to a statement from the teachers’ union earlier Friday, the mayor agreed to pause in-person learning only if there were Covid-19 outbreaks in 50% of school buildings at the same time.

Police officers in Rochester, New York, handcuffed and pepper-sprayed a 9-year-old girl while responding to what a police official called a report of “family trouble” in an incident sharply criticized by city officials.

Two body camera videos of Friday’s incident released by the police department on Sunday show officers restraining the child, putting her in handcuffs and attempting to get her inside the back of a police vehicle as she repeatedly cries and calls for her father.
After the girl fails to follow commands to put her feet inside the car, the officers are seen pepper-spraying her.
The girl was transported to Rochester General Hospital, where she was later released, according to Rochester Deputy Police Chief Andre Anderson.
The officers involved were suspended Monday, according to a news release from city officials. CNN has reached out to the police union for comment.
The incident has troubling similarities to the death of Daniel Prude, a Black man who died in March after Rochester police pinned him to the ground and placed a hood over his head as he experienced a mental health crisis.
The police body camera footage of that incident, released in August after city officials intentionally delayed its release, led to protests over the police’s treatment of Black people and those experiencing mental health crises. Mayor Lovely Warren later fired the police chief, saying there was a “pervasive problem” in the police department.
CNN has not been able to verify the race of the 9-year-old with authorities or family members.

At a news conference on Sunday, Interim Rochester Police Chief Cynthia Herriott-Sullivan said that the police’s treatment of the girl was not acceptable.
“I’m not going to stand here and tell you that for a 9-year-old to have to be pepper-sprayed is OK. It’s not,” she said. “I don’t see that as who we are as a department, and we’re going to do the work we have to do to ensure that these kinds of things don’t happen.”
Warren said the girl reminded her of her own young daughter.
“I have a 10-year-old daughter. So she’s a child; she’s a baby. And I can tell you that this video, as a mother, is not anything that you want to see. It’s not,” Warren said. “We have to understand compassion, empathy. When you have a child that is suffering in this way, and calling out for her dad, I saw my baby’s face in her face.”

Officers were called to a home on the afternoon of January 29 for a report of “family trouble,” Anderson said Sunday.
The officers were told the girl was “suicidal” and that she had “indicated that she wanted to kill herself and she wanted to kill her mom,” the deputy chief explained.

Visitors to Alaska should have a “qualifying Covid-19 test within 72 hours of departure” and upload their negative result to a Travel Declaration Form. You’re then asked to observe strict social distancing for five days. A second test is suggested — but not required — between days 5 and 14. If you don’t arrive with a negative Covid-19 result, you must take a Covid-19 test at the airport for $250 and quarantine at your own expense until you get the results. UPDATE: California has lifted its recent stay-at-home order. Local orders in some Bay Area counties and Los Angeles still restrict activities, including those of interest to tourists. But in most counties, restaurants can serve patrons outdoors and hotels can accommodate vacationers. Part of US Highway 1 in Monterey County is closed because of a mudslide.

Colorado
Pitkin County, Colorado (which includes ski resort Aspen/Snowmass), requires overnight visitors to complete a health affidavit and provide a negative Covid-19 test taken within 72 hours of arrival or face a mandatory 14-day quarantine.

Connecticut
Anyone traveling to Connecticut from anywhere other than New York, New Jersey or Rhode Island must self-quarantine for 10 days. You must also fill out a travel health form. Failure to do either could result in a $500 fine. Hawaii has a complicated and evolving set of travel requirements and you can expect variation within the islands. You should read them thoroughly before you plan a trip and check often for updates. A brief summation according to the state:
“Travelers (5 and older) wishing to bypass the 10-day mandatory quarantine must have their negative Covid-19 test results — from a trusted testing partner — prior to departure for the State of Hawaii. Travelers heading to Hawaii must upload their negative test result to the Safe Travels system prior to departure or, as an alternative to uploading, bring a hard copy of their negative test result with them when boarding their flight.” The test must be taken within 72 hours of the final leg of departure.
Visitors to Kauai must quarantine regardless of test result unless they qualify to stay in a “resort bubble” hotel. Check here for important additional details, including going from one island to another.

Illinois

As of February 1, there were no statewide restrictions in Illinois, but visitors heading to Chicago have been placed in two categories — orange and yellow. Anyone from an orange state must quarantine for 10 days or have a negative Covid-19 test result no more than 72 hours old to avoid the quarantine. There are no specific requirements for yellow states (which is currently only Hawaii). Check here for the list of states and more information before you travel.

People who travel to Maryland must either get a negative Covid-19 test result within 72 hours of arrival or self-quarantine for 10 days. This applies to people coming from all places except Delaware, Pennsylvania, Virginia, West Virginia and Washington, DC. The girl tried to flee from officers, Anderson said, and video released by police shows an officer chase her and attempt to provide assistance.
Afterward, he said, her mother arrived and the body camera video shows the two arguing. Anderson said officers then decided to remove the child from the situation and transport her to an area hospital.
But the girl refused to get inside a police vehicle, “thrashed around,” and kicked an officer, knocking his body camera around, according to Anderson.

“It didn’t appear as if she was resisting the officers, she was trying not to be restrained to go to the hospital,” Anderson said. “As the officers made numerous attempts to try to get her in the car, an officer sprayed the young child with OC spray to get her in the car.”
The body camera video shows the girl repeatedly crying out for her father, while being physically restrained by officers. She is seen screaming before her head is held down against the snow-covered ground and is handcuffed. A struggle ensues between the girl and officers as they attempt to get her inside the back of a police vehicle.
At one point, one officer says, “You’re acting like a child.”
“I am a child!” the girl responds.
Later in the video, a female officer is seen talking to the girl, eventually saying, “This is your last chance, otherwise pepper spray’s going in your eyeballs.” About a minute later, another officer can be heard saying, “Just spray her at this point.” The female officer is seen shaking a can that appears to be pepper spray and the child continues to scream.
The officers involved in the incident were not identified by police, nor were the child or her mother.
Anderson said Sunday he was “not making any excuses for what transpired” and that the department is “looking at a culture change.” The department is in the process of reviewing many policies and looking to make changes, according to Anderson.
